The Oregon Public Defense Commission (OPDC) is seeking a Financial/Case Management System Data Analyst to transform data into actionable insights that support informed decision-making. The role involves collaborating with business and technical teams, developing data solutions, and providing operational support to enhance data quality and governance.
Responsibilities
- Data Analysis
- This role will serve as a liaison between business users and DevOps to ensure data solutions align with business goals and support effective decision making. This position will design, develop, and maintain data solutions and automation using the Microsoft Power Platform, while documenting data flows, standards, and enforcing data protection through roles, controls, and permissions. They will provide operational support by troubleshooting database issues, modernizing systems through front-end upgrades and Access-to-SQL conversions, and training users on data structure, reporting, and usage
- Data Governance
- The person in this role will assist in developing and implementing data governance policies, data classification standards aligned with statewide requirements, role-based access control best practices, and AI best practices for innovative and responsible data use. They will recommend and implement processes to improve data quality, including enhancements to data integration and ETL processes and lifecycle management
- Miscellaneous
- This position will extract and compile data to create and deliver reports for upper-level management. They will develop and document user instructions, software and technical documentation, operational procedures, and supporting materials such as forms, templates, and manuals

- Data Management Expertise: Demonstrated ability to maintain accurate, consistent, and high-quality data across systems, with strong skills in data validation and lifecycle management
- Requirements Gathering & Analysis: Meets with stakeholders to document business requirements and process flows and translates business needs into clear technical specifications for IT teams
- Quality Assurance: Experience in overseeing quality assurance processes, including user acceptance testing (UAT), to ensure the application meets functional and performance requirements
- Collaboration & Partnership Orientation: Works effectively across teams and agencies to coordinate efforts, share knowledge, and foster a culture of connection and integration
- Project Performance: Defining, tracking, and analyzing performance metrics to assess project progress, identify areas for improvement, and ensure alignment with project objectives and organizational goals
