We are seeking an experienced IT Acquisition SME to join our healthcare consulting practice. The role is fully remote within the US, with infrequent travel to client locations for onboarding and training. We are proud of our national presence, and excited to offer great career opportunities within the organization.  What you'll do - Providing acquisition services to the RD Technology Office, as required, working on all activities, artifacts, and reviews required under the program acquisition lifecycle. The scope of services includes, but is not necessarily limited to, the following: - - Provide acquisition expertise, including guidance and recommendations to identify, understand, analyze, articulate, and ensure compliance with applicable acquisition and contracting regulations, guidelines, policies, processes, and procedures. - Provide documentation support to Government personnel throughout all phases of the contracting life cycle, including the preparation of procurement documents and packages such as Requests for Information, Statements of Objectives, Performance Work Statements, cost estimates, evaluation criteria, and market research and analysis. - Collaborate with stakeholders to define and refine the technical and functional requirements for IT acquisitions, ensuring that proposed solutions align with USDA mission needs. - Provide support in the development and documentation of acquisition strategies for planned contract actions, including activities such as market research, evaluation of contract types, consideration of small business strategies, analysis of contract vehicles (e.g., GSA Schedules, IDIQs, BPAs), and identification of appropriate sourcing approaches, as required by the Government. - Support the development of comparative cost study analyses, including assessments of schedule and cost‑benefit analyses consistent with USDA standards, and shall provide sufficient rationale for baseline and growth estimates. - Review financial products for adequate coverage and supportable conclusions regarding cost estimates, scheduling, and value. - Track and monitor all aspects of acquisition packages from initial planning through execution. - Provide assistance and support for post‑award contract administration, management, and monitoring activities, including maintaining documentation, monitoring deliverables, and identifying issues related to cost, schedule, and performance to support effective post‑award contract management. - Support contract Quality Assurance (QA) activities, including identification of QA criteria, surveillance approaches, QA surveillance activities and checklists, and support Government staff in executing QA review and documentation. - Provide or support acquisition training activities to promote contracting best practices. Qualifications - Minimum of 5 years of experience supporting federal acquisition compliance, documentation, development, and acquisition strategy activities across the full acquisition lifecycle. - Strong knowledge of federal acquisition regulations (FAR), USDA acquisition policies, and contracting processes. - Experience preparing procurement documents and supporting acquisition strategies for IT programs. - Familiarity with contract vehicles (e.g., GSA Schedules, IDIQs, BPAs) and small business strategies.
