Job Description:
• Actively participate in implementations of municipal software systems, with primary responsibility for utility billing and property tax solutions.
• Configure system parameters, rates, workflows, billing rules, and interfaces based on each municipality’s requirements.
• Design and execute data conversion strategies, including migration of customer accounts, parcels, assessments, rates, and historical information.
• Collaborate with municipal departments (Finance, Utility Departments, Tax Assessors, Clerks) to understand current practices and future-state needs.
• Map processes, identify gaps, and recommend best practices aligned with regulatory compliance and local policies.
• Develop and deliver user training for municipal staff, including billing specialists, tax assessors, and finance administrators.
• Create user guides, procedural documentation, and knowledge-based materials.
• Provide go-live support, post-implementation assistance, and ongoing advisory services.
• Work with project managers to define scope, timelines, milestones, and deliverables.
• Monitor project risks and issues, ensuring timely communication and resolution.
• Coordinate with internal software development and support teams to address system enhancements or defects.
• Create test plans and conduct unit, system, and user acceptance testing.
• Validate rate structures, billing cycles, tax calculation formulas, and workflows for accuracy and compliance.
• Serve as the subject matter expert on municipal billing, taxation, and financial operations.
• Build strong relationships with city and county leadership and frontline staff to ensure successful adoption and satisfaction.
Requirements:
• Bachelor’s degree in Public Administration, Business, Information Systems, Accounting, or related field, or equivalent experience.
• 3+ years of experience implementing municipal, public sector, or financial systems (utility billing, property tax, GIS, ERP, or similar).
• Strong understanding of utility rate structures, metering, billing cycles, delinquency processes, property assessments, millage, exemptions, and tax collection workflows.
• Experience with data migration, SQL queries, or system configuration tools (preferred).
• Excellent communication, facilitation, and stakeholder management skills.
• Ability to work independently, prioritize tasks, and support multiple projects simultaneously.
• Familiarity with local government operations, regulations, and reporting requirements.
