The Role JBE is seeking an experienced Senior Project Manager to serve as a critical bridge between our Environmental Compliance and Sustainability practices. This role carries meaningful responsibility: you will manage client engagements end-to-end, serve as a primary point of contact for clients, and contribute technical depth across environmental regulatory compliance focused primarily on air, greenhouse gas (GHG) reporting, and emerging sustainability frameworks. The right candidate brings deep air quality permitting and compliance experience, oil and gas sector fluency, strong project management instincts, and the ability to translate complex regulatory requirements into clear, actionable guidance for clients. Location Remote (US) Key Responsibilities • Interpret and apply federal and state environmental regulations, including EPA New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP), New Source Review (NSR) and Title V air permitting requirements, and sector-specific compliance obligations. • Manage environmental compliance and GHG consulting engagements from scoping through delivery, maintaining schedules, budgets, and client satisfaction. • Serve as the day-to-day client relationship owner for assigned accounts providing regulatory guidance, status updates, and technical deliverables. • Gather, analyze, and synthesize environmental and emissions data to identify trends and develop technically defensible solutions across air quality, GHG, and sustainability project scopes. • Estimate emissions from stationary and mobile sources in support of air permit applications, facility emissions inventories, carbon inventories, and regulatory compliance reports. • Support GHG quantification, reporting, and management plan development for clients subject to EPA Greenhouse Gas Reporting Program (GHGRP), GHG Protocol, or voluntary disclosure frameworks. • Prepare and present written technical reports, findings, and recommendations to client stakeholders at varying levels of technical familiarity. • Collaborate across JBE's Environmental Compliance and Sustainability service lines to develop integrated solutions and cross-sell relevant capabilities. Contribute to business development activities including proposal writing, client presentations, and technical scoping. • Mentor peers and support quality review of work products. • Stay current on regulatory developments relevant to oil and gas operators, including EPA rulemakings, GHGRP updates, and state-level program changes. Required Qualifications • Minimum of 5-8 years of experience in environmental compliance consulting, with demonstrated focus on regulatory compliance program support. • Direct, substantive experience with oil and natural gas industry clients, including familiarity with upstream, midstream, or downstream operations and associated regulatory frameworks. • Working knowledge of EPA air quality regulations applicable to the oil and gas sector, including NSPS, NESHAP, Title V permitting, and NSR/PSD applicability, including familiarity with BACT and MACT determinations. • Proven project management capability, including the ability to manage multiple concurrent engagements, coordinate with subcontractors, and deliver on schedule and within budget. • Strong client-facing communication skills, with experience presenting technical findings to non-technical audiences including facility managers and corporate EHS teams. • Demonstrated seller/doer capability — a track record of contributing to business development, including proposal development and successful project capture, is expected at this level. • Air quality and emissions estimation: supporting air permit applications, emission inventories, and environmental compliance reporting; familiarity with Texas, Louisiana, Arizona, and/or Montana air permitting a plus. • Demonstrated ability to understand, interpret, and apply air quality and GHG regulations to real-world client situations, translating regulatory requirements into actionable compliance strategies. • Self-motivated with the ability to work independently in a fully remote environment while collaborating effectively across diverse project teams and service lines. • Bachelor's degree in Environmental Engineering, Chemical Engineering, or a closely related field. Preferred Qualifications • Experience with EPA GHGRP, including subpart-level applicability analysis and emissions quantification. Working knowledge of Subparts C, W, and Y preferred. • Familiarity with GHG Protocol Corporate Standard or related voluntary GHG accounting frameworks, including Scope 1, 2, and/or Scope 3 inventory development. • Experience supporting or preparing GHG Inventory Management Plans, emissions factor documentation, or third-party verification readiness packages. • Technical proficiency in GHG emissions calculations, advanced Excel skills for emissions quantification and data management, and working awareness of GHG inventory and reporting software platforms. • Professional certifications such as Certified Environmental Professional (CEP), Qualified Environmental Professional (QEP), or Professional Engineer (PE) licensure. • Advanced degree (MS) in Environmental Science, Environmental Engineering, Chemical Engineering, or a closely related field.
