Position Overview
The Grant Program Specialist/CTE Grants serves as the operational backbone of our federally and state‑funded CTE grant programs. Reporting to an assigned supervisor, you will orchestrate the full lifecycle of grant administration—from budgeting and compliance to outreach and student support. This is a three‑year, full‑time assignment based at our Tulare College Center (7:45 a.m. – 4:45 p.m.), with a competitive salary range of $56,451–$75,754 and generous benefits.
Key Responsibilities
As the primary liaison for grant activities, your day‑to‑day duties will include, but are not limited to:
- Grant Administration & Compliance
- Maintain and reconcile grant budgets, process purchase orders, and ensure all expenditures align with funding guidelines.
- Prepare and submit periodic financial statements, progress reports, and statistical analyses to funding agencies.
- Audit program records for accuracy, completeness, and compliance with federal, state, and institutional policies.
- Office Management & Operations
- Coordinate day‑to‑day office activities, including mail handling, supply ordering, equipment upkeep, and record‑keeping.
- Develop and distribute promotional materials—flyers, brochures, letters—tailored to prospective grant participants.
- Answer telephone inquiries, greet visitors, and serve as the first point of contact for internal and external stakeholders.
- Student Outreach & Support
- Plan, schedule, and deliver informational workshops, presentations, and campus tours for high‑school students, community groups, and partner agencies.
- Assist students throughout the grant application process, providing guidance on eligibility, documentation, and deadlines.
- Collaborate with academic counseling, tutoring, and support services to facilitate student retention, progression, and successful completion of CTE programs.
- Training & Supervision
- Mentor and direct student assistants, delegating tasks related to recruitment, data entry, and event coordination.
- Develop training modules and standard operating procedures to ensure consistent, high‑quality service delivery.
- Community & Partner Relations
- Identify, establish, and nurture relationships with high schools, continuation schools, community‐service agencies, and industry partners.
- Coordinate joint outreach events and facilitate information exchange to broaden grant awareness and enrollment.
- Technology & Data Management
- Utilize the District’s integrated software suite for record‑keeping, reporting, and communication.
- Monitor and troubleshoot computer systems used in student centers and grant administration.
- Additional Duties
- Perform special projects and related tasks as assigned by supervisors, ensuring alignment with overall grant objectives.
Essential Qualifications (Minimum)
- Education: Associate degree with coursework in business, public administration, or a related field; or equivalent combination of education and experience.
- Experience: Minimum of three (3) years of progressively responsible secretarial/administrative experience, including regular public contact and office management.
- Financial Acumen: Demonstrated ability to manage budgets, reconcile accounts, and process financial documents accurately.
- Technical Skills: Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and familiar with campus‑wide software platforms for grant management.
- Licensing: Valid California Class III driver’s license and insurability at the employer’s standard rate.
- Communication: Excellent written and verbal communication skills, with strong interpersonal tact, patience, and courtesy.
- Physical Requirements: Ability to sit, stand, lift boxes, and operate standard office equipment for extended periods.
Preferred (Desirable) Qualifications
- Strong background in bookkeeping, accounting, or finance.
- Experience with federal or state grant administration, particularly within higher‑education or CTE contexts.
- Familiarity with California community‑college admissions, scholarship, and financial‑aid processes.
- Demonstrated experience planning and delivering public workshops, presentations, or community‑outreach events.
- Experience supervising student workers or volunteers.
