Core Mission & Impact

The Command Language Program Manager (CLPM) serves as the strategic architect and operational executor for all language‑training initiatives within the Military Intelligence (MI) community. You will translate high‑level intelligence requirements into robust, measurable language programs that enable Soldiers to collect, analyze, and act on multilingual information with speed and precision.

Key Responsibilities

Strategic Leadership & Advisory

• Provide expert counsel to the Command Operations Staff (S3) and the Battalion Commander on all intelligence‑related foreign‑language training matters.
• Act as the primary liaison for resource management, ensuring language‑training assets align with mission priorities.
• Develop, refine, and enforce Standing Operating Procedures (SOPs) that standardize language‑training delivery across the MSC/Bn and subordinate units.
• Participate in the formulation of Command policy concerning foreign‑language training requirements, assessment methodology, and program implementation.

Program Development & Management

• Design, implement, and sustain language‑training programs tailored to HUMINT, SIGINT, and Counter‑Intelligence mission sets.
• Leverage innovative technologies—computer‑assisted instruction, interactive video, satellite broadcasts, and immersive live‑environment simulations—to maximize language acquisition.
• Coordinate joint‑service language‑training initiatives, ensuring interoperability and shared proficiency standards.
• Oversee curriculum development, including classification considerations, course length, lesson plans, and instructor qualifications.
• Manage the Defense Language Program (TDLP) budget: forecast training needs, submit funding requests to Government G‑8, and monitor expenditures for compliance and effectiveness.

Data‑Driven Analysis & Continuous Improvement

• Conduct statistical analysis of production, performance, and utilization metrics to identify risk areas and improvement opportunities.
• Maintain a comprehensive language‑training database; generate monthly, quarterly, and annual reports for higher headquarters.
• Perform business process mapping of intelligence‑related activities, delivering actionable insights that streamline operations.
• Develop and execute special projects such as language‑competitions, “train‑the‑trainer” workshops, and pilot testing of new instructional equipment.

Stakeholder Engagement & Collaboration

• Partner with the S‑3, subordinate units, and external agencies to align language‑training schedules with operational tempo.
• Facilitate area‑studies briefings and language briefings for commanders, ensuring they receive relevant linguistic intelligence at the right time.
• Serve as the functional expert for both classified and unclassified language programs, ensuring compliance with DoD, INSCOM, and Army regulations.
• Assist in the management of contracted language courses, overseeing task‑order execution and quality assurance.

Essential Qualifications

• Active TS/SCI clearance (must be current at time of application).
• Minimum of eight (8) years of Army Military Intelligence experience, with at least two (2) years in a command‑level or INSCOM Major Subordinate Command CLPM role (civilian or military).
• Bachelor’s degree in a relevant field (e.g., Linguistics, Intelligence Studies, Education, or equivalent). A graduate degree is a plus.
• Successful completion of the ATRRS Command Language Program Manager 40‑hour school (designator 00ZZ) at the Defense Language Institute, Monterey, CA.
• Demonstrated fluency in at least one target language (native or near‑native proficiency).
• Proven experience designing, delivering, and evaluating adult language‑enhancement programs.
• Deep knowledge of DoD intelligence doctrine, policies, and legal frameworks governing language training and collection.
• Familiarity with Army and INSCOM Language Management Systems, as well as cryptolinguistic, interrogation, HUMINT, and CI operations.

Preferred Qualifications & Additional Skills

• Graduate‑level coursework or certifications in instructional design, curriculum development, or adult learning theory.
